Upload the plugin directory to the /wp-content/plugins/ directory, or install the plugin through the WordPress plugins screen directly.
Activate the plugin through the ‘Plugins’ screen in WordPress
Go to WordPress Admin Dashboard > Notices > Add New

Nice plugin for adding a site wide notice at the top of each page. I originally gave this 4 stars as I found a couple of things lacking (after dismissing the notice it re-appears each time you load another page or reload a page, only a few pre-set colours). The author implemented my suggestions (Thank you!) so now it's worthy of 5 stars imho. Recommended.
